What is the County Board of Supervisors? The board of supervisors is the legislative body of county government. The supervisors pass all ordinances governing the county and are responsible for seeing that function delegated to the county and that they are properly discharged. They adopt the budget, they are in charge of public works, including the county road system, and serve in ex-officio capacity as the board of directors for special districts or authorities of various kinds, such as, sewer or water. Supervisors also represent their counties on a local level of town or city councils. The supervisors are also responsible for providing municipal-type services for county residents. Each Supervisor sits on several committees that over see the departments that provide these services. The committees consist of Building and Grounds, Economic Development, Equalization and Assessment*, Insurance and Risk Management*, Law and Finance, Racing, Veterans, Water, Legislative and Research*, Public Health, Public Safety, Public Works, and Social Programs*. (* Committees that I sit on.) Countywide services include voter registration, health and welfare programs, court and law enforcement operations, jail facilities, the recording of official documents, including vital statistics and real property transactions, tax assessment and collection, and social services, and Office for the Aging. We also run a public county nursing home.
The Saratoga County Board of Supervisors consists of twenty-three Supervisors. Each Supervisor represents his or her town or city. Because Clifton Park and Saratoga Springs has a larger population than the other towns, we have two Supervisors each. This is because when we cast our votes to pass resolutions, we cast weighted votes based on our populations. Supervisors of cities only work at the county level because our cities are run by mayors, where town supervisors are the supervisors (like mayors) of their own towns as well. What is your role as a county supervisor? My role as Supervisor for the City of Saratoga Springs is to sit on and participate in voting on four committees that include Equalization and Assessment, Insurance and Risk Management, Legislative and Research, Social Programs. This would include such areas such as taxes, insurance policies, local laws or resolutions, social services, Office for the Aging. While we as County Supervisors attend City Council meetings in the City of Saratoga Springs to report back with county information, we are not members of the City Council and do not have voting privileges. While most part-time Supervisors usually have full-time jobs in addition to their county responsibilities, I have made a conscious choice to make my position full-time by creating other committees and chairing them, holding presentations, and networking with key people that will help to benefit the City of Saratoga Springs. I put myself out there everyday to meet with and help my constituency any way I can and the help that is needed is very wide-ranging. Why is representation from Saratoga Springs important? Saratoga Springs is the jewel of Saratoga County. Any county that has a city has to make sure their city is successful in order to have a successful county. Most people come to Saratoga County because of our beautiful City of Saratoga Springs. It is imperative that Saratoga County support our City to maintain the over all success of both. Maintaining a healthy working relationship, good communication, and collaboration with all members of the board is in the best interest of both the City and County. It is most important to recognize and honor the differences between each town and city and equally as important to compromise and share the similarities or common goals.
